Description of government structure:

• Chief of State: President Borut PAHOR (since 22 December 2012)[i]**
• Head of Government: Prime Minister Alenka BRATUSEK (resigned 5 May 2014)[ii]
• Assembly: Slovenia has a bicameral Parliament. The National Council (Drzavni Svet) which has 40 seats and the National Assembly (Drzavni Zbor) has 90 seats.[iii]

**The President nominates as Prime Minister the party member he thinks will most likely to be able to assemble a viable government coalition. His candidate then must be approved by the members of the National Assembly

Description of electoral system:

• The President is elected by absolute majority vote through a two-round system to serve a 5-year term.
• The Prime Minister is nominated by the president.
• In the National Council (Drzavni svet) 40 members are elected by an electoral college to serve 5-year terms. In the National Assembly (Drzavni zbor), 88 members are elected through an open-list proportional representation system to serve 4-year terms and 2 members are elected through a Borda Count system to serve 4-year terms.[iv]**

** The two members are elected only by registered members of the Italian and Hungarian ethnic minorities.[v]

Election Note:

• On 5 May 2014, Prime Minister Alenka BRATUSEK resigned. This came after she lost the leadership battle for the political party, Positive Slovenia.[vi] After weeks with no nominee for prime minister, President Borut PAHOR dissolved Parliament on 1 June 2014.[vii] He announced there would be a “snap election” on 13 July 2014.[viii]

Last election:

• The last election to the National Assembly in Slovenia was held on 4 December 2011. Elections were supposed to be held in 2012, but the government of Borut PAHOR collapsed after a no-confidence vote.[x] Zoran JANKOVIĆ’s PS party won 28 seats (in 2014 14 members have exited from the parliamentary group Positive Slovenia) and turnout was above 65%.
