The Politics of Security Sector Reform in Egypt

This USIP Special Report, authored by Daniel Brumberg and Georgetown University's Hesham Sallam, examines Egyptian security sector reform (SSR) and the politics governing it. The report highlights several challenges for SSR in a country in the throws of a political transition. Major challenges include President Muhammad Morsi's ability to build consensus around SSR, and constitutionally defining the roles of security institutions in a manner that supports the democratic process. As they suggest, curtailing the powers of the Egyptian military away from the government and economy is key to successful SSR. This will rely upon Morsi engaging the military-- and winning its support for comprehensive security sector reforms-- a formidable challenge ahead. Read the full report here.
