Georgetown University’s Center for Democracy and Civil Society has released Democracy and Society (vol. 7, no. 2), which examines strategies that autocrats use to evade democratizing interventions, as well as the strategies reformers pursue to evade such autocrats:
This issue consists of papers presented during “Demonstrators and Dictators: Sharing Strategies on Repression and Reform,” a conference hosted by the Center for Democracy and Civil Society and Freedom House on December 10, 2009. The conference sought to explore the new techniques, technologies, and strategies employed by reformers and those seeking to promote and block political reform.
The Freedom House/CDACS conference paid special attention to the role of new media and mobile technologies. From the editor:
Politics is dynamic contest. The main conclusion to emerge from the conference is that in the struggle between dictators and demonstrators, those who are best able to adapt to changing circumstances and opportunities tend to prevail.
